gtk-target-list-add (tlist target flags info)

tlist -- a gtk-target-list instance
target -- a gdk-atom as a string for the interned atom representing the target
flags -- the gtk-target-flags flags for this target
info -- an unsigned integer ID that will be passed back to the application

Appends another target entry to a target list.
