setting -- a boolean whether tooltips should be shown

Accessor of the gtk-enable-tooltips slot of the gtk-settings class.

Whether tooltips should be shown on widgets. The gtk-enable-tooltips property has been deprecated since version 3.10 and should not be used in newly written code. This setting is ignored.
