pango:matrix-rotate (matrix degrees)

matrix -- a pango:matrix instance
degrees -- a number coerced to a double float for the degrees to rotate counter-clockwise

The pango:matrix instance for the transformation.

Changes the transformation represented by matrix to be the transformation given by first rotating by degrees counter-clockwise then applying the original transformation.
